Connection Procedure
Step 1
Choose interaction method
Determine the necessary connection type according to your technical capabilities:
- Web Access: work via browser (without own EDMS).
- Integration: connection of your internal document management system via API.
Familiarize yourself with the Public Contract and current Tariffs.
Step 2
Submit an application
The contract is concluded by accession. It is necessary to:
- Register in the Personal Cabinet.
- Generate the Accession Application electronically.
- Sign the Application with the authorized person's QES and send it.
The contract is considered concluded from the moment the Administrator assigns an individual number.
Step 3
Start working
After the application is processed by the Administrator:
- For Web Access: login details (login/password) and instructions will be sent to the e-mail.
- For Integration: settings for the SEI EA gateway will be sent to the technical specialist's e-mail.
Primary documents (Acts) will be sent via M.E.Doc or the Cabinet.
Important for Budget Funds Administrators
Instruction regarding registration of budget commitments with the State Treasury Service of Ukraine bodies:
- Plan the procurement of services (according to Art. 4 of the Law of Ukraine "On Public Procurement").
- Fill out and sign the Accession Application with QES in the personal cabinet.
- Publish the report on the procurement contract (concluded without using the electronic system) on authorized platforms.
- For submission to the Treasury, print out:
- Accession Application and signature verification protocol (QES);
- Public Contract (download from the website);
- Report on the procurement contract;
- Letter from SE "DIIA" regarding the assignment of the individual contract number.
- Submit the document package to the Treasury Service body.
Who is exempt from payment?
According to Cabinet of Ministers Resolution No. 55 (item 17 of the Regulations), connection and technical support services are provided free of charge to:
- State authorities of national jurisdiction;
- Office of the President, Prosecutor General's Office, NBU;
- Secretariat of the Parliament Commissioner for Human Rights;
- Military formations (General Staff, National Guard, Foreign Intelligence Service);
- Local state administrations;
- Local self-government bodies;
- Enterprises and institutions within their sphere of management (provided they use state-owned EDMS).
