Who can be the user of SEI EA Web access?

According to Resolution No. 55 of the Cabinet of Ministers of Ukraine (paragraph 26), the user of Web access is the registrar.

The registrar is a clerical service employee or a person entrusted with the functions of document registration, authorized to register incoming and/or internal and/or outgoing documents in the organization.
