How to connect to IS "Vulyk"?
Connection of the ASC (Administrative Service Center) to the "Vulyk" IS is carried out by the technical administrator by creating a corresponding ASC account and setting up a center profile in the System. The ASC, if it is a legal entity, or the body that decided on its creation, applies to the technical administrator (SE "DIIA") in electronic form via the application portal at the following link: https://cabinet.se.diia.gov.ua/.
The application shall include the following information:
- full name of the body that decided to create the ASC;
- EDRPOU code (Unified State Register of Enterprises and Organizations of Ukraine) of the body that decided to create the ASC;
- full name of the ASC;
- shortened name of the ASC;
- information about the head of the ASC;
- actual location of the ASC;
- information about the ASC integrator (Full Name, phone number, RNOKPP/Tax ID, email address).
The connection application is submitted in electronic form, signed with the electronic signature of the head of the government body that established the ASC, or the electronic signature of the head of the ASC, if the ASC is a legal entity. To connect to the "Vulyk" IS, the ASC must meet certain requirements regarding its material and technical resources. Grounds for refusal of ASC connection to the "Vulyk" IS The technical administrator may refuse to connect a specific ASC to the "Vulyk" IS in the following cases:
- non-compliance of its material and technical resources with the legislative requirements for center operations;
- lack of technical and/or other capabilities to use the "Vulyk" IS, ensure its functioning, and provide proper security;
- improperly completed application that does not meet the requirements of the established form or contains incomplete/incorrect information.
The technical administrator shall notify the ASC of the refusal to connect to the "Vulyk" IS in writing, providing relevant comments that must be addressed by the center. Failure by the ASC to correct the provided comments or to provide documents confirming the elimination of deficiencies shall be grounds for terminating further consideration of the ASC's application for connection to the "Vulyk" IS.
