Purchases of the Enterprise

Expanding the scope and scope of tasks for the development and maintenance of components of the Portal Diia, in accordance with the requirements of Ukrainian legislation, requires the use of additional cloud computing resources and handling the issue of procuring of additional licenses that are integral to the main infrastructure of computing resources. namely expanding the functionality of the software VMware NSX-T DC SP, used under the agreement dated 23.04.2021 № 4231/21 between SE "DIIA" and LLC "GIGACLOOD".

Currently, VMware NSX-T DC SP Base licenses are used in the software and hardware complex (technological unit), but in order to ensure the full-fledged functioning of information systems deployed by SE “DIIA”, it is necessary to extend the licenses to the level VMware NSX-T DC SP Advanced.

Taking into account the above, the need to purchase a service to provide a component part of a separate individual cloud environment for data processing "Private Virtual Cloud" in the software and ensure the rights to use it under a non-exclusive VMware NSX-T DC SP Advanced license for the base cluster, has arisen.

The amount of the expected value of the subject of the procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

To meet the requirement for a complete end-to-end vulnerability management solution, as well as cloud vulnerability management for full visibility of the system components and vulnerabilities in enterprise systems, in order to most fully cover vulnerabilities with the ability to predict which security issues should be primarily overcome, a need for conducting a tender for the supply of software security packages has arisen.

In order to ensure the operation with databases, their protection and management, the ability to backup and restore data, data processing, as well as to ensure the required level of security and innovation for applications and infrastructure, there is a need to tender for software packages of information systems.

In order to virtualize the enterprise's IT infrastructure and provide cloud computing, to provide a complete set of software-defined services with a high degree of protection for computing, storage, network, security, Kubernetes and cloud management, to increase enterprise flexibility through coordinated infrastructure and operations in private and public clouds, to work with analytics, data management and visualization, the need for a tender for the supply of software packages to optimize operating systems has arisen.

In order to provide high-quality technical administration services to the Unified State Web Portal of Electronic Services, an open tender procedure for the purchase of various communication equipment in the part related to the creation of a fault-tolerant data processing environment of separate data processing centers, has been announced.

The size of the expected value of the subject of the procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: on the basis of purchase prices of previous procurements.

To ensure electronic document management at the state enterprise "DIIA "Electronic document management system ASKOD " was deployed.

At present, due to the increase in the number of employees of the Company, it is necessary to purchase additional licenses for the electronic document management system.

According to Article 8 of the Law of Ukraine "On Copyright and Related Rights", computer programs are subject to copyright. Articles 14, 15 and 16 of this Law define the property and non-property rights of the author’s work.

Taking into account the above, JSC "INFOPLUS" owns the exclusive property rights to the primary codes (texts) of the software of the Electronic Document Management System ASKOD.

Thus, in accordance with the fifth paragraph of section 2 of the second part of Article 40 of the Law of Ukraine "On Public Procurement", namely: there is a need to protect intellectual property rights, there is a ground for the application of the negotiated procurement procedure.

The amount of the expected value of the subject of the procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement

To ensure compliance with the Law of Ukraine of October 17, 2019, № 199-IX "On Amendments to Certain Legislative Acts of Ukraine on Improving the Procedure for Providing Administrative Services in Construction and Creating a Unified State Electronic System in the Field of Construction", Cabinet of Ministers Resolutions of June 23, 2021, № 681 "Some issues of ensuring the functioning of the Unified State Electronic System in the Field of Construction", of July 7, 2021, № 690 "On approval of the Procedure for assigning addresses to construction objects, real estate objects", of May 26, 2021, № 532 “On approval of the Procedure for the functioning of the national geo-space data infrastructure” a need to purchase a service that will process data on administrative-territorial units, territories of local communities, streets, addresses and technical characteristics of buildings and premises as part of the Unified State Electronic System in the Field of Construction (USEFC) and provide new data entry facilities, verification of existing data, making changes to the data and assigning data to individual statuses has arisen.

To ensure compliance with the laws of Ukraine, resolutions of the Cabinet of Ministers of Ukraine and other regulations governing legal relations in the field of construction, specified in the technical requirements, there is a need to purchase services that will configure the Unified State Electronic System in construction to automate document management processes. , preparation of documentation and provision of administrative services during construction activities.

Taking into account the identified need, 03.11.2021 the state enterprise "DIIA" announced an open tender for the purchase of the subject: "code DK 021: 2015 - 72260000-5 - Services related to software (services for setting up components of the Unified State Electronic System in the Field Construction) ".

Due to the modernization of information and telecommunication systems of the qualified provider of electronic trust services "Diia", the mobile application of the Portal "Diia" and the Central Certifying Authority, in accordance with the Regulations on state expertise in the field of technical protection of information. of Information Protection of Ukraine of 16.05.2007 № 93, registered in the Ministry of Justice of Ukraine on 16.07.2007 № 820/14087, the need for additional state examination in the field of technical information protection of complex information protection systems of information and telecommunication systems (ITS) of a qualified electronic trust services provider (QTSP) "Diia", the mobile application of the Portal "Diia" and the Central Certification Authority (ССА) has arisen.

To improve project management processes and project portfolio, with the aim to increase the effectiveness of interaction of project management process participants, and to systematize the project management life cycle with elements of automation for tasks creation for their further distribution among participants, and to provide universal tools for project implementation control, in particular, to enable obtaining regulated reports on project implementation and reviewing current information on the current state of projects for further analysis and effective management decisions,  a need to tender for the supply and configuring of software which is implemented as part of an automated system for organizing workflow management system related to the development and implementation of information systems, project management and project portfolio, has appeared.

To ensure full-fledged and uninterrupted operation of information systems, the technical administrator of which is SE "DIIA", in particular, the Unified State Web Portal of electronic services (Portal Diia) and its components, defined by the Cabinet of Ministers of Ukraine of December 4, 2019 № 1137 The Unified State Web Portal of Electronic Services and the Unified State Portal of Administrative Services ” in the part concerning the creation of a fault-tolerant technological infrastructure of the Portal Diia with geographically distributed sites and taking into account the avoidance of dependence on the single telecommunications service provider,  procurement procedure of services for providing Internet access, technical support and comprehensive services with monitoring and counteraction to information security incidents (protection against DoS and DDoS attacks) with security backup started on 19.10.21.

The expected cost of procurement is calculated in accordance with the approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275. Namely, the prices of previous own purchases of the customer (concluded contracts) of similar/ identical services were used for calculation.

To ensure the proper and uninterrupted operation of the software and hardware complex of the qualified trust services provider "Diia" and the Portal "Diia" (hereinafter - the Provider), which is involved in providing electronic trust services to subscribers of the Provider, including the users of remote qualified electronic signatures. "(Hereinafter -" Diia ID ") and in terms of receiving "Diia ID”  by users and the formation of a certificate confirming vaccination against the acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2, a negative test result or recovery from this disease (hereinafter - COVID -certificate) it is necessary to ensure the failure tolerance of the software and hardware complex of the Provider.

To ensure the failure tolerance and prevent the shutdown of the software and hardware of the Provider, which directly affects the operation of "Diia ID", obtaining COVID-certificates and the Diia Portal in general, it is necessary to purchase means of crypto security that store personal keys of subscribers and users ID Diia», the service keys involved in the process of providing electronic trust services and the formation of COVID-certificates, for the organization of data encryption between systems for information exchange, ensuring the confidentiality of data transmitted by insecure channels, protection against connection of unauthorized users and are necessary for secure and reliable operation of the software and hardware complex of the Provider.

Given the above for the construction of the backup software and hardware of the Provider, namely the backup of crypto security means, it is necessary to purchase a completely identical equipment to the already used in the software and hardware complex of the Provider to ensure the smooth operation of the software and hardware complex of the Provider.

In view of the above, on October 21, 2021 the state enterprise "DIIA" started a negotiated procedure for the procurement of crypto security means on the subject of procurement: "Digital transmission equipment, code DK 021: 2015 - 32270000-6".

The amount of the expected value of the subject of procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

According to the Law of Ukraine "On Stimulating the Development of the Digital Economy in Ukraine", the legal framework of Diia City is aimed at stimulating the development of the digital economy in Ukraine by creating favorable conditions for innovative business, attracting investment, building digital infrastructure and attracting talented workers.

To promote and bring benefits to the legal framework of Diia City in order to encourage legal entities operating in the areas envisaged by the Law of Ukraine "On Stimulating the Development of the Digital Economy in Ukraine" to become a resident of Diia City, attract foreign investment to Ukraine it is planned to purchase the services for creating a brand strategy and design for the brand component of the Electronic Services Management Platform of the Unified State Web Portal of electronic services, in the part related to the receipt of electronic services by digital economy entities (legal framework of Diia City).

To ensure full-fledged and uninterrupted operation of information systems, the technical administrator of which is SE "DIIA", in particular, the Unified State Web Portal of electronic services (Portal Diia) and its components, defined by the Cabinet of Ministers of Ukraine of December 4, 2019 № 1137 The Unified State Web Portal of Electronic Services and the Unified State Portal of Administrative Services ” in the part concerning the creation of a fault-tolerant technological infrastructure of the Portal Diia with geographically distributed sites and taking into account the avoidance of dependence on the single telecommunications service provider,  procurement procedure of services for providing Internet access, technical support and comprehensive services with monitoring and counteraction to information security incidents (protection against DoS and DDoS attacks) with security backup started on 24.09.21.

According to the technical requirements, it is planned to provide services with a speed of 1000 Mbps (symmetric channel) of secure access to the Internet without traffic restrictions through the Secure node of the Contractor's Internet access via TCP / IP technology on dedicated fiber-optic communication lines for the following sites of the customer:

Kyiv, street North Syretska 1-3: 2 (two) channel with a speed of 1000 Mbps

Kyiv, street Vasylkivska 37: 1 (one) channel with a speed of 1000 Mbps

The expected cost of procurement is calculated in accordance with the approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275. Namely, the prices of previous own purchases of the customer (concluded contracts) of similar/ identical services were used for calculation.

To ensure full-fledged and uninterrupted operation of information systems, the technical administrator of which is SE "DIIA", in particular, the Unified State Web Portal of electronic services (Portal Diia) and its components, defined by the Cabinet of Ministers of Ukraine of December 4, 2019 № 1137 The Unified State Web Portal of Electronic Services and the Unified State Portal of Administrative Services ” in the part concerning the creation of a fault-tolerant technological infrastructure of the Portal Diia with geographically distributed sites and taking into account the avoidance of dependence on the single telecommunications service provider,  procurement procedure of services for providing Internet access, technical support and comprehensive services with monitoring and counteraction to information security incidents (protection against DoS and DDoS attacks) with security backup started on 24.09.21.

According to the technical requirements, it is planned to provide services with a speed of 1000 Mbps (symmetric channel) of secure access to the Internet without traffic restrictions through the Secure node of the Contractor's Internet access via TCP / IP technology on dedicated fiber-optic communication lines for the following sites of the customer:

Kyiv, street North Syretska 1-3: 1 (one) channel with a speed of 1000 Mbps

Kyiv, street Vasylkivska 37: 1 (one) channel with a speed of 1000 Mbps

to provide cross-site interaction 2 (two) fiber-optic communication lines for data exchange between the Customer's network equipment located on the specified sites with a bandwidth of 10000 Mbps for each communication line.

The expected cost of procurement is calculated in accordance with the approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275. Namely, the prices of previous own purchases of the customer (concluded contracts) of similar/ identical services were used for calculation.

In accordance with paragraph 10 of the Resolution of the Cabinet of Ministers of Ukraine of December 4, 2019 № 1137 "Issues of the Unified State Web Portal of Electronic Services and the Register of Administrative Services" the technical administrator of the Unified State Web Portal of Electronic Services (hereinafter - Portal Diia) is the state enterprise “DIIA”, which belongs to the sphere of management of the Ministry of Digital Transformation. The Technical Administrator creates, upgrades, develops, administers and ensures the functioning of the Portal Diia.

In pursuance of the requirements of the Law of Ukraine "On Peculiarities of Provision of Public (Electronic Public) Services", the Plan of Digital Transformation Projects (the Project Plan is posted at the link https://plan2.diia.gov.ua/projects) and to implement by the state enterprise “DIIA” functions of modernization of the Portal Diia, it is necessary to purchase development and modernization of the software of the Unified State Web Portal of electronic services in order to ensure the creation and implementation of modules and products of the Diia Portal in terms of creating new modules, modifications and modernization of existing ones.

Technical requirements for the subject of procurement are developed in accordance with the tasks set for the enterprise.

The size of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: the calculation of the expected cost of services was performed by the method of comparing market prices (written requests for price proposals were sent to service providers and the expected price was determined as the arithmetic mean of the array of data obtained).

In accordance with paragraph 25 of the Procedure for monitoring the quality of administrative services and making public the information on the results of monitoring the quality of administrative services, approved by the Cabinet of Ministers of Ukraine dated August 11, 2021 № 864, external assessment of applicants’ satisfaction is conducted, in particular, by the technical administrator Portal Diia.

In order to ensure the implementation of the tasks of monitoring the quality of electronic and administrative services the open bidding procedure for the purchase of the inspection service by the imaginary subject of appleal got started on 10.09.2021.

The size of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: the expected cost of services was calculated by the method of comparing market prices (written requests for price proposals were sent to service providers and the expected price was determined as the arithmetic mean of the array of data obtained).

In accordance with paragraph 25 of the Procedure for monitoring the quality of administrative services and making public the information on the results of monitoring the quality of administrative services, approved by the Cabinet of Ministers of Ukraine dated August 11, 2021 № 864, external assessment of applicants’ satisfaction is conducted, in particular, by the technical administrator Portal Diia.

In order to ensure the implementation of the tasks of monitoring the quality of electronic and administrative services the open bidding procedure for the purchase of the inspection service for surveying the subjects of appeal and collecting their feedback and suggestions got started on 10.09.2021.

The size of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: the expected cost of services was calculated by the method of comparing market prices (written requests for price proposals were sent to service providers and the expected price was determined as the arithmetic mean of the array of data obtained).

In order to ensure the full-fledged and uninterrupted operation of information systems, the technical administrator of which is the state enterprise "DIIA", in particular, the Unified State Web Portal of Electronic Services (Portal Diia) and its components, defined by the Resolution Cabinet of Ministers of Ukraine from 04.12.2019 № 1137 Unified State Web Portal of Electronic Services and Unified State Portal of Administrative Services” the state enterprise“ DIIA  on September 10, 2021  started the open bidding procedure for the purchase of the service for the provision of a separate individual cloud environment for data processing“ Virtual Private Cloud”.

The expected cost of procurement is calculated in accordance with the approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275. Namely, the prices of previous own purchases of the customer (concluded contracts) of similar/ identical services were used for calculation.

The All-Ukrainian School Online platform is a part of the web portal «Diia. Digital Education” and serves as a tool for everyone's access to quality and free education by posting on the platform educational materials provided by the Ministry of Education and Science of Ukraine.

In order to ensure the functioning of the "All-Ukrainian School Online" platform in accordance with the Resolution of the Cabinet of Ministers of Ukraine of March 10, 2021 №184 "Issues of the Unified State Web Portal of Digital Education" Diia. Digital Education " 13.09.2021  the state enterprise "DIIA" started bidding for the purchase of services for the deployment, configuration and technical support of the platform "All-Ukrainian School Online" based on the open-source platform Open edX.
