Purchases of the Enterprise

In accordance with paragraph 25 of the Procedure for monitoring the quality of administrative services and making public the information on the results of monitoring the quality of administrative services, approved by the Cabinet of Ministers of Ukraine dated August 11, 2021 № 864, external assessment of applicants’ satisfaction is conducted, in particular, by the technical administrator Portal Diia.

In order to ensure the implementation of the tasks of monitoring the quality of electronic and administrative services the open bidding procedure for the purchase of the inspection service for surveying the subjects of appeal and collecting their feedback and suggestions got started on 10.09.2021.

The size of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: the expected cost of services was calculated by the method of comparing market prices (written requests for price proposals were sent to service providers and the expected price was determined as the arithmetic mean of the array of data obtained).

In order to ensure the implementation of the tasks of monitoring the quality of electronic and administrative services the open bidding procedure for the purchase of the inspection service by the imaginary subject of appleal got started on 10.09.2021.

The size of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: the expected cost of services was calculated by the method of comparing market prices (written requests for price proposals were sent to service providers and the expected price was determined as the arithmetic mean of the array of data obtained).

In April of this year, based on the results of open bidding, an agreement was concluded with OSG RECORDS MANAGEMENT CENTER LLC for the services of storing the archive of personal files of a qualified trust service provider (the Provider).

In accordance with the specification to the above agreement, OSG RECORDS MANAGEMENT CENTER LLC (the contractor) stores archival documents in its own archival premises and provides other related services to the customer's request, in particular, registration, delivery, packaging, search, removal, return of documents to the shelf, stored by the contractor.

Currently, due to the large number of requests (court orders) from law enforcement agencies in the framework of criminal proceedings for the provision of documents, according to which the Provider rendered qualified electronic trust services, the number of orders for some related services has increased.

Considering the above, an urgent need to increase the volume of some services provided by the contract, has arisen.

According to paragraph 5 of the second part of Article 40 of the Law of Ukraine "On Public Procurement", namely: if after concluding a procurement contract the customer needs to purchase additional similar services from the same participant, it was decided to conduct a negotiated procurement procedure.

At the same time, an agreement was reached that the cost of each type of service shall equal the cost level defined in the previous agreement.

The Diia City project aims to stimulate the development of the digital economy in Ukraine by creating favorable conditions for conducting innovative business, attracting investments, building digital infrastructure and attracting talented employees.

To implement this project, it is necessary to develop a group of Diia system subsystems, which will be designed to ensure a special legal regime for companies in the IT industry who wish to acquire resident status and, consequently, will be included in the register of residents of Diia City. Such a group of subsystems should ensure the functioning of a special legal regime and the use of the system by all parties involved (public authorities, state enterprises, private property entities, etc.).

In order to modernize the software that is part of the Electronic Management of Services Platform of the Unified State Web Portal of Electronic Services "Portal Diia" in the part concerning the receipt of electronic services by the entities of the digital economy, an open bidding procedure has been launched 03.09.21.

The size of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: price as the arithmetic mean of the array of data obtained).

In pursuance of paragraph 9 of Section XIX "Final and Transitional Provisions" of the Law of Ukraine "On Electronic Communications" dated 16.12.2020 № 1089-IX, order of the Prime Minister of Ukraine dated 19.01.2021 № 1042/1 / 1-21 to the Law of Ukraine "On Electronic Communications", which instructed to ensure the development and submission to the Cabinet of Ministers of draft regulations aimed at implementing the Law by November 1, 2021, and taking into account the letters of the Ministry of Digital Transformation of Ukraine dated 04.08.2021 № 1 / 20- 4-8584 and from 31.08.2021 № 1 / 20-4-9619, the state enterprise "DIIA" announced the purchase of scientific-research work "Development of proposals for the draft Plan of allocation and use of radio frequency spectrum in Ukraine", code "Plan RFS-2021" .

To ensure the full-fledged and smooth operation of information systems, the technical administrator of which is SE "DIIA", in particular, the Integrated System of Electronic Identification that operates in accordance with the Regulations on an Integrated System of Electronic Identification approved by the resolution of the Cabinet of Ministers of Ukraine from 19.06.2019 № 546; the Unified State Web portal of electronic services (Portal Diia) and its components, defined by the resolution of the Cabinet of Ministers of Ukraine from 04.12.2019 № 1137 "Issues of the Unified state web portal of electronic services and the Register of administrative services", as well as the requirements of the Cabinet of Ministers of Ukraine from 02.09. 2020 № 785 "On the implementation of a pilot project on the use of remote qualified electronic signatures" the need to modernize the above mentionned information systems in terms of creating their backup software and hardware systems, as well as the creation of test environments of these systems, part of which are cryptographic information protection (hardware and software devices) type "Gryada-301" (high performance device) , "Gruyada 301" and "Barrier 301"has arisen.

The comparative analysis of the existing hardware and software means of comprehensive information protection (CIP), working as part of the software and hardware complex of the Portal Diia, and their analogs available on the market, confirmed the lack of hardware and software compatibility between the hardware and software means of CIP produced by JSC "IIT" and hardware and software means of CIP of other manufacturers.

In view of the above, on August 27, 2021 the state enterprise "DIIA" has started a negotiated procedure for the purchase of cryptographic information protection means (hardware and software devices) such as "Gryada-301" (high-performance device), "Gryada-301" and "Barrier- 301 "on the subject of procurement:" Digital transmission equipment, code DK 021: 2015 - 32270000-6 ".

The amount of the expected value of the subject of procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

To build the management system of processing the common questions received by  the support service of the portal and the application Diia from Telegram, Viber, Facebook Messenger, e-mail and phone calls, the need to purchase a CRM-system license has appeared. This system allows to simultaneously process questions from users from different channels, and distributes them depending on the priority, quantity and kind of product between managers of 1-2-3 levels of support. The history of correspondence on any channel of appeals is stored in the client card.

In order to ensure the smooth performance of the functions of the enterprise, the state enterprise "DIIA" has launched an open bidding procedure for the purchase of licenses for software such as Service Desk and services for its implementation and support.

In order to meet the requirements of the Unified State Electronic System in the field of construction, there is an urgent need to purchase a communication platform for processing of incoming and outgoing calls to the Unified Portal of the state electronic system in the field of construction  (UPSESFC) support service. The system should allow the deployment of PBXs, voice systems, VoIP gateways, create IVR systems (voice menu) and telephone conferencing.

In order to smoothly perform the functions of the enterprise, the state enterprise "DIIA" has launched an open tender procedure for the purchase of services for maintenance and technical support of information and communication systems, platforms, web portals and services of the Unified State Web Portal of electronic services.

The size of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: the price as the arithmetic mean value of the array of data obtained).

On June 20, 2021 in order to ensure the full and uninterrupted operation of the enterprise, the state enterprise "DIIA" started the open bidding procedure for the purchase of personal laptops and desktops on the subject: "Data processing machines (hardware), code DK 021: 2015 - 30210000-4 " in accordance with the technical requirements and to the scope that will ensure the implementation of the tasks of the enterprise (listed in Annex 5 to the tender documentation).

The amount of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy of 18.02.2020 № 275, namely: the calculation of the expected value of goods by the method of market prices comparing had been made (written requests for price proposals had been sent to suppliers of goods and the expected price was determined as the arithmetic mean of the array of data obtained).

State Enterprise "DIIA" has launched an open tender for the purchase of server hardware on the subject: "Servers, code DK 021: 2015 - 48820000-2" in accordance with the technical requirements and to the extent     that will ensure the tasks of the enterprise (listed in Annex 5 to the tender documentation), namely:

modernization of the software and hardware complex (hereinafter - SHC) of the integrated system of electronic identification (hereinafter - ISEI) and the planned construction of a backup SHC of ISEI in accordance with the Regulation on the integrated system of electronic identification № 546, approved by the Cabinet of Ministers of Ukraine on June 19, 2019 and in comply with the working, operational documentation for the information and telecommunication system of ISEI;

full-fledged and uninterrupted functioning of the software and hardware complex of the information and telecommunication system of the Central Certification Authority, the technical administrator of which is SE "DIIA" as an object of critical infrastructure of Ukraine in accordance with the Resolution of the Cabinet of Ministers of Ukraine № 1109 of October 9, 2020.

modernization of the information and telecommunication system of the qualified trust services provider "Diia" to ensure compliance with the provisions of the Resolution of the Cabinet of Ministers of Ukraine dated 02.09.2020. № 785 “On implementation of a pilot project on the use of a remote qualified electronic signature “Smart-Diia” by a qualified trust services provider “Diia”on natural persons identification, formation of qualified electronic signature certificates and storage of subscribers' personal keys in a secure electronic signature creation device;

modernization of the office infrastructure of the enterprise.

The amount of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy № 275 of 18.02.2020, namely: price as the arithmetic average figure of the array of data obtained.

On July 30, 2021 in order to ensure the full and uninterrupted operation of the enterprise, the state enterprise "DIIA" started the open bidding procedure for the purchase of personal laptops and desktops on the subject: "Data processing machines (hardware), code DK 021: 2015 - 30210000-4 " in accordance with the technical requirements and to the scope that will ensure the implementation of the tasks of the enterprise (listed in Annex 5 to the tender documentation).

In order to enable the implementation of information interaction of endpoint devices with the software and hardware of the ITS of the CCA in terms of creating a Monitoring Tool for electronic trust services to increase the availability of electronic trust services to subscribers, creators of electronic seals and users, their security, technological interoperability of qualified electronic signatures and seals, the effectiveness of the interaction between the Providers and the CCA in comply with the requirements of the Regulation rules of the CCA and receiving electronic trust services from the CCA, there is a need to expand the functionality of the ITS CCA in accordance with paragraph 3.1. Section 3 "Terms of reference for the modernization of ITS CCA in order to create a Monitoring Tool for electronic trust services", UA.43395033.10.TZ.01, Code "CCA.MONITORING", approved by the Ministry of Digital Transformation of Ukraine and the state enterprise "ACTION" 14.05.2021 (hereinafter - Services).

PJSC "INSTITUTE OF INFORMATION TECHNOLOGIES" (JSC "IIT") according to the consulting and analytical reference of the Chamber of Commerce and Industry of Ukraine from 02.04.2021 № 959 / 08.0-7.3 is recognized as the only domestic provider of services for modernization, technical and maintenance support of the specialized technical equipment of the ITS of the Central Certification Authority.

In view of the above, the state enterprise DIIA has launched a negotiated procedure for the purchase of services "Modernization of the information and telecommunication system of the Central Certification Authority in order to create the Tool for monitoring the sphere of electronic trust services".

The amount of the expected value of the subject of procurement is determined by the results of negotiations with the participant of the negotiated procurement procedure.

In order to enable the implementation of information interaction of endpoint devices with the software and hardware  of ITS CCA in terms of creating and verifying of advanced electronic signatures in accordance with international standards of electronic trust services, harmonized in Ukraine, there is a need to expand the functionality of electronic signatures in web application and desktop software (CAdES / XAdES / PAdES) (hereinafter - the Services), which are as follows:

• creation of an advanced electronic CAdES signature in the web application;
• verification of an advanced electronic signature CAdES in the web application;
• creation of an advanced electronic signature CAdES in desktop software;
• verification of an advanced electronic signature CAdES in the desktop software;
• creation of an advanced electronic signature PAdES in the web application;
• verification of an advanced electronic signature PAdES in the web application;
• creation of an advanced electronic signature PAdES in desktop software;
• verification of an advanced electronic signature PAdES in the desktop software;
• creation of an advanced electronic signature XAdES in the web application;
• verification of an advanced electronic signature XAdES in the web application;
• creation of an advanced electronic signature XAdES in desktop software;
• verification of an advanced electronic signature XAdES in the desktop software;
• integration of the technical solutions with CPB ITS, Integrated System of Electronic Identification and other ITS;
• creation of containers of electronic documents ASiC;
• verification of electronic documents formed as a result of creation of ASiC electronic document containers.

PJSC "INSTITUTE OF INFORMATION TECHNOLOGIES" (JSC "IIT") according to the consulting and analytical reference of the Chamber of Commerce and Industry of Ukraine from 02.04.2021 № 959 / 08.0-7.3 is recognized as the only domestic provider of services for modernization, technical support and maintenance support of the technical equipment of the ITS of the Central Certification Authority.

In view of the above, the state enterprise DIIA has launched a negotiated procedure for the purchase of services "Modernization of the information and telecommunication system of the Central Certification Authority in order to expand the functionality of electronic signatures in web applications and desktop software (CAdES / XAdES / PAdES)."

The amount of the expected value of the subject of procurement is determined by the results of negotiations with the participant of the negotiated procurement procedure.

To ensure the implementation of paragraphs 4, 6, 17 and 19 of the Procedure for creation and use of the certificate confirming vaccination against the acute respiratory disease COVID-19 caused by coronavirus SARS-COV-2, a negative test result or recovery from the disease, approved by the Regulation of the Cabinet of Ministries of Ukraine from 29.06.2021 № 677, with the aim of the possibility of creating and using a certificate confirming vaccination against the acute respiratory disease COVID-19 caused by coronavirus SARS-COV-2, a negative result of testing by polymerase chain reaction or recovery of a person from this disease to prevent the spread of acute respiratory disease COVID-19 caused by coronavirus SARS-COV-2, the need to implement the possibility of forming, certifying and ensuring the verification of the validity of the COVID certificate has appeared. This opportunity is provided by storing the personal keys with international ECDSA algorithm by the software and hardware complex of the Portal Diia in a hardware-software device (network cryptomodule) located in a separate, specially designed room.

A comparative analysis of the existing hardware and software complex information protection (CIP) means, working as part of the software and hardware complex of the Portal Diia, and analogues available on the market, confirmed the lack of hardware and software compatibility between the hardware and software CIP means produced by JSC "IIT" and hardware and software CIP means of other manufacturers.

In view of the above, on July 19, 2021 the state enterprise "DIIA" started the negotiated procedure for the purchase of network crypto modules "Gryada-301" (micro-device) on the subject of procurement: "Digital transmission equipment, code DK 021: 2015 - 32270000-6".

The amount of the expected value of the subject of procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure.

On July 9, 2021 in order to ensure the full and uninterrupted operation of the enterprise, the state enterprise "DIIA" started the open bidding procedure for the purchase of personal laptops and desktops on the subject: "Data processing machines (hardware), code DK 021: 2015 - 30210000-4 " in accordance with the technical requirements and to the scope that will ensure the implementation of the tasks of the enterprise (listed in Annex 5 to the tender documentation).

The amount of the expected value of the subject of procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy of 18.02.2020 № 275, namely: the calculation of the expected value of goods by the method of market prices comparing had been made (written requests for price proposals had been sent to suppliers of goods and the expected price was determined as the arithmetic mean of the array of data obtained).

In accordance with the requirements of the Regulation on state expertise in the field of technical information protection, approved by the order of the Administration of the State Service for Special Communications and Information Protection of Ukraine dated 16.05.2007 № 93, registered in the Ministry of Justice of Ukraine on 16.07.2007 at № 820/14087, due to the change of location, modernization of the software and hardware complex of the integrated system electronic identification and approval of changes to the technical task for the complex information protection system  (hereinafter - CIPS) of the integrated system of electronic identification  (hereinafter - ISEI),  a need for initial examination of the CIPS of information and telecommunications system of ISEI for obtaining the Expert opinion and the Certificate of conformity of CIPS of the information and telecommunication system of ISEI has appeared.

05.05.2021 an open bidding for the purchase of services for the initial state examination in the field of technical information protection of the integrated information protection system of the information and telecommunication system of the integrated system of electronic identification started.

The size of the expected value of the subject of procurement is determined on the basis of similar contracts.

In order to ensure the smooth operation of the Unified State Web Portal of electronic services (Portal Diia) and its components, information and telecommunications system of the central certification authority, integrated system of electronic identification and the qualified trust services provider "Diia", adaptation of systems as a whole and their special software individual elements as well as special technical equipment in line with the change of the regulatory framework, and to ensure the protection of information in these systems with the participation of the developer of special software and special technical equipment, support for software development and modernization of the Unified State Web Portal of electronic services (Portal Diia), a need to purchase services on technical support and maintenance of special software and special technical equipment of subsystems of cryptographic information protection as a part of information and telecommunication systems, the administrator of which is the SE "DIIA",  has arisen.

JSC "IIT" has been recognized as the only domestic provider of services for technical support and maintenance of special software and special technical equipment of the ITS of the central certification authority, the Integrated System of Electronic Identification and the System of the Qualified Trust Services Provider "Diia" (according to the consulting and analytical reports of the Ukrainian Chamber of Commerce & Industry dated 02.04.2021 № 959 / 08.0-7.3, № 960 / 08.0-7.3 № 961 / 08.0-7.3).

Considering the above, on April 14, 2021 the state enterprise "DIIA" has started a negotiated procedure for the purchase of services for technical support and maintenance of special software and special technical equipment of cryptographic information protection subsystems in information and telecommunication systems, the administrator of which is the SE "DIIA".

The amount of the expected value of the subject of procurement is determined on the basis of a request for a commercial offer from the procurement participant.

In order to ensure the smooth operation of the Unified State Web Portal of electronic services (Portal Diia) and its components, information and telecommunications system of the central certification authority, integrated system of electronic identification and the qualified trust services provider "Diia", adaptation of systems as a whole and their special software individual elements as well as special technical equipment in line with the change of the regulatory framework, and to ensure the protection of information in these systems with the participation of the developer of special software and special technical equipment, support for software development and modernization of the Unified State Web Portal of electronic services (Portal Diia), a need to purchase services on technical support and maintenance of special software and special technical equipment of subsystems of cryptographic information protection as a part of information and telecommunication systems, the administrator of which is the SE "DIIA",  has arisen.

JSC "IIT" has been recognized as the only domestic provider of services for technical support and maintenance of special software and special technical equipment of the ITS of the central certification authority, the Integrated System of Electronic Identification and the System of the Qualified Trust Services Provider "Diia" (according to the consulting and analytical reports of the Ukrainian Chamber of Commerce & Industry dated 02.04.2021 № 959 / 08.0-7.3, № 960 / 08.0-7.3 № 961 / 08.0-7.3).

Considering the above, on April 14, 2021 the state enterprise "DIIA" has started a negotiated procedure for the purchase of services for technical support and maintenance of special software and special technical equipment of cryptographic information protection subsystems in information and telecommunication systems, the administrator of which is the SE "DIIA".

The amount of the expected value of the subject of procurement is determined on the basis of a request for a commercial offer from the procurement participant.

State Enterprise "DIIA", on the basis of which the qualified trust services provider "Diia" (hereinafter - the Provider) operates, provides qualified trust services to legal entities, natural persons, and self-employed entrepreneurs.

Currently, there is an urgent need for centralized storage of the Provider's archive, which have been generated since 2015 and contain personal data (applications for the formation or change of status of qualified public key certificates and copies of documents provided by applicants during identification).

In accordance with the order of the Administration of the State Service for Special Communications and Information Protection of Ukraine of 14.05.2020 № 269 "On establishing security and information protection requirements for qualified trust services providers and their separate registration points" there are several data storage security requirements to be fulfilled.

Taking into account that the provider does not have its own premises for the organization of centralized storage of an archive, the proposals for the lease of premises that can be used for the storage of an archive, and services for the organization and preservation of archival documents were analyzed.

On February 22, 2021, open bidding was started for the purchase of Services for storage of the archive of personal files of a qualified trust services provider on the subject: "Services of libraries and archives, CVP code 021: 2015 - 92510000-9".

The technical requirements given in Annex 5 to the tender documentation were compiled taking into account the specifics of storage of archival files of the Provider.

The amount of the expected value of the object of the procurement is determined on the basis of the analysis of information on prices for services received from companies that provide similar services.
