Purchases of the Enterprise

In order to ensure the full-fledged and uninterrupted operation of information systems, the technical administrator of which is the state enterprise "DIIA", in particular, the Unified State Web Portal of Electronic Services (Portal Diia) and its components, defined by the Resolution Cabinet of Ministers of Ukraine from 04.12.2019 № 1137 Unified State Web Portal of Electronic Services and Unified State Portal of Administrative Services” the state enterprise“ DIIA  started negotiated procurement procedure for the purchase of the service for the provision of a separate individual cloud environment for data processing “Private Virtual Cloud”. F participant in the procurement procedure – DE NOVO, Ltd.

The amount of the expected value of the subject of procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

To ensure the full-fledged and smooth operation of information systems, the technical administrator of which is SE "DIIA", in particular, the Integrated System of Electronic Identification that operates in accordance with the Regulations on an Integrated System of Electronic Identification approved by the resolution of the Cabinet of Ministers of Ukraine from 19.06.2019 № 546; the Unified State Web portal of electronic services (Portal Diia) and its components, defined by the resolution of the Cabinet of Ministers of Ukraine from 04.12.2019 № 1137 "Issues of the Unified state web portal of electronic services and the Register of administrative services", as well as the requirements of the Cabinet of Ministers of Ukraine from 17.03.2022 № 300 " Some issues of ensuring the smooth functioning of the system for providing electronic trust services" the need to modernize the above mentionned information systems in terms of creating their backup software and hardware systems, as well as the creation of test environments of these systems, part of which are cryptographic information protection

The comparative analysis of the existing hardware and software means of comprehensive information protection (CIP), working as part of the software and hardware complex of the Portal Diia, and their analogs available on the market, confirmed the lack of hardware and software compatibility between the hardware and software means of CIP produced by JSC "IIT" and hardware and software means of CIP of other manufacturers.

In view of the above, on August 27, 2021 the state enterprise "DIIA" has started a negotiated procedure for the purchase of cryptographic information protection means on the subject of procurement:" Digital transmission equipment, code DK 021: 2015 - 32270000-6 ".

The amount of the expected value of the subject of procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

State Enterprise "DIIA", on the basis of which the qualified trust services provider "Diia" (hereinafter - the Provider) operates, provides qualified trust services to legal entities, natural persons, and self-employed entrepreneurs.

Currently, there is an urgent need for centralized storage of the Provider's archive, which have been generated since 2015 and contain personal data (applications for the formation or change of status of qualified public key certificates and copies of documents provided by applicants during identification).

In accordance with the order of the Administration of the State Service for Special Communications and Information Protection of Ukraine of 14.05.2020 № 269 "On establishing security and information protection requirements for qualified trust services providers and their separate registration points" there are several data storage security requirements to be fulfilled.

On February 18, 2022, open bidding was started for the purchase of Services for storage of the archive of personal files of a qualified trust services provider on the subject: "Services of libraries and archives, CVP code 021: 2015 - 92510000-9".

The technical requirements given in Annex 5 to the tender documentation were compiled taking into account the specifics of storage of archival files of the Provider.

The amount of the expected value of the object of the procurement is determined on the basis of the analysis of information on prices for services received from companies that provide similar services.

З метою використання мережі інтернет для виконання функцій відділу інформаційно-довідкової підтримки з доступу та сервісів підприємства розпочато закупівлю послуги захищеного доступу до мережі Інтернет із захистом від DDos-атак.

Технічні вимоги наведені у додатку 5 до тендерної документації, розміщеної разом з оголошенням про закупівлю в електронній системі закупівель Прозорро.

Очікувана вартість закупівлі розрахована відповідно до примірної методики визначення очікуваної вартості предмета закупівлі, затвердженої наказом Мінекономіки від 18.02.2020 № 275. А саме, для розрахунку використані ціни попередніх власних закупівель замовника (укладених договорів) аналогічних/ідентичних послуг та аналізу інформації про ціни на послуги, отриманої від компаній, до надають аналогічні послуги.

З метою використання мережі інтернет для виконання функцій підприємства та її співробітників з доступу до пошти та сервісів підприємства розпочато закупівлю послуги з надання некомутованого доступу до мережі Інтернет та оренди оптичного волокна.

Технічні вимоги наведені у додатку 5 до тендерної документації, розміщеної разом з оголошенням про закупівлю в електронній системі закупівель Прозорро.

Очікувана вартість закупівлі розрахована відповідно до примірної методики визначення очікуваної вартості предмета закупівлі, затвердженої наказом Мінекономіки від 18.02.2020 № 275. А саме, для розрахунку використані ціни попередніх власних закупівель замовника (укладених договорів) аналогічних/ідентичних послуг.

In order to ensure the smooth operation of the Unified State Web Portal of electronic services (Portal Diia) and its components, information and telecommunications system of the central certification authority, integrated system of electronic identification and the qualified trust services provider "Diia", adaptation of systems as a whole and their special software individual elements as well as special technical equipment in line with the change of the regulatory framework, and to ensure the protection of information in these systems with the participation of the developer of special software and special technical equipment, support for software development and modernization of the Unified State Web Portal of electronic services (Portal Diia), a need to purchase services on technical support and maintenance of special software and special technical equipment of subsystems of cryptographic information protection as a part of information and telecommunication systems, the administrator of which is the SE "DIIA",  has arisen.

JSC "IIT" has been recognized as the only domestic provider of services for technical support and maintenance of special software and special technical equipment of the ITS of the central certification authority, the Integrated System of Electronic Identification and the System of the Qualified Trust Services Provider "Diia" (according to the consulting and analytical reports of the Ukrainian Chamber of Commerce & Industry dated 02.04.2021 № 959 / 08.0-7.3, № 960 / 08.0-7.3 № 961 / 08.0-7.3).

Considering the above, on January 21, 2022 the state enterprise "DIIA" has started a negotiated procedure for the purchase of services for technical support and maintenance of special software and special technical equipment of cryptographic information protection subsystems in information and telecommunication systems, the administrator of which is the SE "DIIA".

The amount of the expected value of the subject of procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

In order to ensure full-fledged and uninterrupted operation of information systems, the technical administrator of which SE "DIIA” is appointed ", in particular, the Unified State Web Portal of Electronic Services (Portal "Diia") and its components, defined by the Resolution of the Cabinet of Ministers of Ukraine of December 4, 2019 № 1137 "Issues of the Unified State Web Portal of Electronic Services and the Unified State Portal of Administrative Services", with the aim to solve the problems of SMS-authentication and SMS-informing to ensure the functioning of the Portal "Diia", informing users within the tasks set by the Resolution of the Cabinet of Ministers of Ukraine 2020 № 211 "On prevention of the spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2" in Ukraine,  Resolution of the Cabinet of Ministers of Ukraine of March 10, 2021 № 184 Issues of the Unified State Web Portal of Digital Education "Diia. Digital Education "the need to purchase of services of informing and blocking of the unwanted traffic via SMS, Viber, Email, Push-notification has appeared.

The procurement was announced under the "open bidding" procedure.

Technical requirements for the subject of procurement, qualitative and quantitative indicators are defined in Annex 5 to the tender documentation, placed in the electronic procurement system together with the announcement of the procurement at https://prozorro.gov.ua/tender/UA-2022-01-11 -005851-a.

The size of the expected value of the subject of the procurement is determined in accordance with the Approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275, namely: the calculation of the expected cost of services was performed by the method of comparing market prices (written requests for price proposals were sent to service providers and the expected price was determined as the arithmetic mean of the array of data obtained).

The state enterprise DIIA is appointed as an administrator of the information and telecommunication system of the central certification authority (hereinafter referred to as the ITS CCA Administrator).

The ITS CCA provides, among others, the service of delivery of exact time transmission signals, that are synchronized with the State Standard of units of time and frequency.

In order to ensure the provision of this service, it is necessary to conclude an agreement with the telecommunications provider for the service that will ensure reliable round-the-clock transmission of Kyiv time signals from the State Standard of Time and Frequency Units to the ITS CCA and time synchronization between its main and back-up arms.

On January 4, 2022, the state-owned enterprise DIIA launched an open bidding procedure for the procurement of VPN data transmission services via the Internet.

The expected purchase price is calculated according to the approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy of 18.02.2020 № 275. Namely, the prices of previous own purchases of the customer (concluded contracts) of similar / identical services were used for calculation.

In order to meet the requirements of the Unified State Electronic System in the field of construction, there is an urgent need to purchase a communication platform for processing of incoming and outgoing calls to the Unified Portal of the state electronic system in the field of construction  (UPSESFC) support service. The system should allow the deployment of PBXs, voice systems, VoIP gateways, create IVR systems (voice menu) and telephone conferencing.

In order to smoothly perform the functions of the enterprise, the state enterprise "DIIA" has launched an open tender procedure for the purchase of services for maintenance and technical support of information and communication systems, platforms, web portals and services of the Unified State Web Portal of electronic services.

The expected cost of procurement is calculated in accordance with the approximate method of determining the expected value of the subject of procurement, approved by the order of the Ministry of Economy from 18.02.2020 № 275. Namely, the prices of previous own purchases of the customer (concluded contracts) of similar/ identical services were used for calculation.

In order to ensure the complete and smooth operation of information systems, the technical administrator of which is the state enterprise "DIIA", in particular, the Unified State Web Portal of Electronic Services (Portal Diia) and its components, defined by the Resolution of the Cabinet of Ministers of Ukraine from 04.12.2019 № 1137 Issues of Unified state web portal of electronic services and Unified state portal of administrative services" 24.12.2020 state enterprise" DIIA "started  a negotiation procedure for the purchase of data storage and processing services in the form of a cloud (virtual) data processing center on the subject:" Data processing services, code DK 021: 2015 - 72310000-1 ».

The expected value of the subject of procurement is determined on the basis of the projected amount of computing resources required for the creation, development, and operation of the Portal Diia by the end of 2022, and on the basis of tariffs for services, which had been used calculating the price of a similar contract concluded by SE "DIIA" with LLC " DE NOVO ”in January 2021 (which expires on 31.12.2021).

In order to perform the functions of the technical administrator of the Unified State Web Portal of electronic services "Portal Diia", pursuant to the Regulations on the Unified State Web Portal of electronic services, approved by the Cabinet of Ministers of Ukraine of December 4, 2019 № 1137, on the information support for users of the “Portal Diia” on the procedure for using the web portal, and in comply with the Decree of the President of Ukraine of September 4, 2019 № 647 / 2019 “On certain measures to ensure the provision of quality public services” a need to purchase services for ensuring the operation (connection, routing) of the module of the Unified State Web Portal of electronic services “Portal Diia” (chatbot of the of the Platform for the “Portal Diia” users support, including the mobile application of the “Portal Diia”) to provide users with information / consulting services, in particular in real time, on the most common issues carried out by using the web portal) has arisen.

The purchase was announced under the “open bidding” procedure.

The expected costs were calculated on the basis of the load volumes, specified in the technical requirement for the procurement.

To calculate the expected purchase price, an analysis of the prices available on the online resources of the distributors of similar services to the subject of the purchase has been conducted.

Expanding the range and scope of tasks for the development and maintenance of components of the Portal Diia, in comply with the requirements of Ukrainian legislation, in particular, increasing the need for computing resources, storage and data resources in the data center to launch the project "eSupport", additional cloud service resources , used under the agreement dated 23.04.2021 № 4231/21 between SE "DIIA" and LLC "GIGACLAUD", concluded as a result of open bidding UA-2021-02-10-013003-a, are required.

Currently, in order to implement, in particular, the resolution of the Cabinet of Ministers of Ukraine dated 09.12.2021 № 1272 "Some issues of assistance under the" eSupport "Program, SE" DIIA "is conducting a negotiated procedure "Private virtual cloud"

The amount of the expected value of the subject of procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

Expanding the scope and scope of tasks for the development and maintenance of components of the Portal Diia, in accordance with the requirements of Ukrainian legislation, requires the use of additional cloud computing resources and handling the issue of procuring of additional licenses that are integral to the main infrastructure of computing resources. namely expanding the functionality of the software VMware NSX-T DC SP, used under the agreement dated 23.04.2021 № 4231/21 between SE "DIIA" and LLC "GIGACLOOD".

Currently, VMware NSX-T DC SP Base licenses are used in the software and hardware complex (technological unit), but in order to ensure the full-fledged functioning of information systems deployed by SE “DIIA”, it is necessary to extend the licenses to the level VMware NSX-T DC SP Advanced.

Taking into account the above, the need to purchase a service to provide a component part of a separate individual cloud environment for data processing "Private Virtual Cloud" in the software and ensure the rights to use it under a non-exclusive VMware NSX-T DC SP Advanced license for the base cluster, has arisen.

The amount of the expected value of the subject of the procurement is determined according to the results of negotiations with the participant of the negotiated procurement procedure in accordance with part one of Article 40 of the Law of Ukraine "On Public Procurement".

In order to virtualize the enterprise's IT infrastructure and provide cloud computing, to provide a complete set of software-defined services with a high degree of protection for computing, storage, network, security, Kubernetes and cloud management, to increase enterprise flexibility through coordinated infrastructure and operations in private and public clouds, to work with analytics, data management and visualization, the need for a tender for the supply of software packages to optimize operating systems has arisen.

To improve project management processes and project portfolio, with the aim to increase the effectiveness of interaction of project management process participants, and to systematize the project management life cycle with elements of automation for tasks creation for their further distribution among participants, and to provide universal tools for project implementation control, in particular, to enable obtaining regulated reports on project implementation and reviewing current information on the current state of projects for further analysis and effective management decisions,  a need to tender for the supply and configuring of software which is implemented as part of an automated system for organizing workflow management system related to the development and implementation of information systems, project management and project portfolio, has appeared.

Due to the modernization of information and telecommunication systems of the qualified provider of electronic trust services "Diia", the mobile application of the Portal "Diia" and the Central Certifying Authority, in accordance with the Regulations on state expertise in the field of technical protection of information. of Information Protection of Ukraine of 16.05.2007 № 93, registered in the Ministry of Justice of Ukraine on 16.07.2007 № 820/14087, the need for additional state examination in the field of technical information protection of complex information protection systems of information and telecommunication systems (ITS) of a qualified electronic trust services provider (QTSP) "Diia", the mobile application of the Portal "Diia" and the Central Certification Authority (ССА) has arisen.

To ensure compliance with the laws of Ukraine, resolutions of the Cabinet of Ministers of Ukraine and other regulations governing legal relations in the field of construction, specified in the technical requirements, there is a need to purchase services that will configure the Unified State Electronic System in construction to automate document management processes. , preparation of documentation and provision of administrative services during construction activities.

Taking into account the identified need, 03.11.2021 the state enterprise "DIIA" announced an open tender for the purchase of the subject: "code DK 021: 2015 - 72260000-5 - Services related to software (services for setting up components of the Unified State Electronic System in the Field Construction) ".
