System of Electronic Interaction of Executive Authorities (SEI EA)

Procedure for connecting a legal entity to the SEI EA

The System of Electronic Interaction of Executive Authorities (SEI EA) is designed to automate various processes related to electronic documents within executive authorities. It encompasses tasks such as creating, sending, receiving, processing, storing, and destroying electronic documents and electronic copies of paper documents with an electronic digital signature. However, it does not include information with restricted access. The system also facilitates monitoring the implementation of acts, protocol decisions of the Cabinet of Ministers of Ukraine, and other relevant documents.

The main objectives of the SEI EA are as follows:

  • Establishing a unified information space for registering, accepting, analyzing, and storing organizational and administrative documents of executive authorities in electronic form with digital signatures.
  • Enhancing the efficiency and effectiveness of management decision-making processes.
  • Strengthening control over the processing, execution, and storage of organizational and administrative documents of executive authorities in electronic form.
  • Reducing state budget expenditures by transitioning to paperless document exchange between executive authorities.
  • Creating the necessary infrastructure for the transition to exclusively electronic interdepartmental document flow.

The System of Electronic Interaction of Executive Authorities fulfills several key functions, including:

  • Accepting and transmitting organizational and administrative electronic documents of the Secretariat of the Cabinet of Ministers and central executive authorities.
  • Facilitating the approval process for draft regulations between central executive authorities.
  • Monitoring the execution of orders from the Secretariat of the Cabinet of Ministers and the approval of draft regulations (CMU).
  • Storing electronic documents and preparing them for transfer to the electronic archive.

Benefits of this solution:

  • Accessibility: The web-based nature of the system allows users to access it from anywhere and at any time using a standard web browser. As long as they have a computer with an internet connection, officials can access the system
  • Intuitive Web Interface.
  • Single Document Repository. With the system, documents are stored in a single repository on the file server. Once uploaded, the document becomes accessible to the intended recipients, eliminating the need for repetitive and time-consuming document exchange. This enables efficient collaboration among users, allowing them to work together on the same document simultaneously.
  • Significant Amount of Tranferrable Data. Data package for the connection via web access can reach up to 250 MB and for integration connection up to 500 MB.
  • Integration with EDMS: The solution supports integration with Electronic Document Management Systems (EDMS) according to the agreed format (Order of the Ministry of Education and Science, Youth and Sports of Ukraine No. 1207 dated October 20, 2011).
  • User Base: The system is designed for executive officials of various governmental bodies, including the Secretariat of the Cabinet of Ministers of Ukraine, ministries, other central executive authorities, the Council of Ministers of the Autonomous Republic of Crimea, and local executive authorities.

The System is owned by the Ministry of Digital Transformation of Ukraine.

The System is administered by the State Enterprise Diia.

Certificate of compliance of the SEI EA core version 2.0 with Integrated Information Security System requirements

On December 20, 2019, the State Service for Special Communications and Information Protection of Ukraine issued Certificate No. 20965 to the State Enterprise "State Center of Information Resources." This certificate confirms that the integrated information security system of the core of the System of Electronic Interaction of Executive Authorities version 2.0 complies with the information protection requirements outlined in the regulatory documents of the system of technical information protection in Ukraine.

In accordance with paragraph 3 of clause 17 of the Regulation on the interaction of executive authorities in electronic form, approved by the resolution of the Cabinet of Ministers of Ukraine on January 17, 2018, No. 55

Executive authorities whose jurisdiction covers the entire territory of Ukraine, bodies that ensure their activities, the Office of the President of Ukraine, the Secretariat of the Ombudsman of the Verkhovna Rada of Ukraine for Human Rights, the Office of the Prosecutor General, the Specialized Anti-Corruption Prosecutor's Office, the National Bank, the Deposit Guarantee Fund, the General Staff of the Armed Forces, the main military administration body of the National Guard, the Foreign Intelligence Service, the State Employment Center, local state administrations, local self-government bodies, as well as territorial bodies of central executive authorities, and enterprises, institutions, organizations that belong to the management sphere of the specified authorities, shall be exempt from the fees for connecting participants of the interaction system to the interaction system, as well as for providing services for user registration in the interaction system, technical support for users of the interaction system, data transmission in the interaction system, and providing other ancillary services necessary for the proper functioning of the interaction system, provided that they utilize electronic document management systems owned by central or local executive authorities.
